ADR-001: Cost Metric Selection - UnblendedCost for Invoice Matching¶
Status: ✅ Accepted Date: 2026-01-15 Deciders: @cloud-architect, @product-owner Issue: P0-BLOCKING - Cost data accuracy 96.7% vs ≥99.5% target
Context¶
Problem: Current implementation in scripts/rb_fo_001.py:286 uses BlendedCost metric, resulting in 96.7% accuracy vs AWS Console billing data.
Financial Impact: $4,832.20/month overstatement = $57,986.40 annual variance
Business Impact: - CFO monthly board reporting accuracy compromised - Finance team chargeback accuracy degraded - Audit trail integrity questioned - SOC2 Type II audit evidence accuracy at risk
Metric Comparison (December 2025):
| Metric | Amount | Delta from Console | Variance % | Accuracy % |
|---|---|---|---|---|
| BlendedCost | $150,616.76 | +$4,832.20 | +3.3% | 96.7% |
| UnblendedCost | $142,272.62 | -$3,511.94 | -2.4% | 97.6% |
| AmortizedCost | $142,192.79 | -$3,591.77 | -2.5% | 97.5% |
| AWS Console | $145,784.56 | $0.00 | 0% | 100% |
AWS Documentation Evidence:
"Net unblended costs is the cost dataset presented on monthly AWS invoices"
Stakeholder Requirements: - CFO/Finance: Invoice-matching accuracy for board reporting and chargeback - Engineering Teams: RI/SP optimization analysis (different metric needed) - Audit/Compliance: SOC2 Type II requires documented cost control accuracy
Decision¶
Primary: Use UnblendedCost as the default cost metric for rb_fo_001.py
Enhancement: Add --metric parameter to support multiple cost views:
- UnblendedCost (default) - Invoice-matching for finance
- AmortizedCost - RI/SP optimization for engineering
- NetAmortizedCost - P&L analysis including credits
- BlendedCost - Legacy compatibility (deprecated)
Implementation:
# scripts/rb_fo_001.py:286
# OLD (REJECTED):
metrics = ['BlendedCost']
# NEW (APPROVED):
metrics = [args.metric] # Default: 'UnblendedCost'
CLI Usage:
# Default (invoice-matching)
python scripts/rb_fo_001.py --profile billing-readonly
# RI/SP optimization analysis
python scripts/rb_fo_001.py --profile billing-readonly --metric AmortizedCost
# P&L analysis with credits
python scripts/rb_fo_001.py --profile billing-readonly --metric NetAmortizedCost
Consequences¶
Positive¶
✅ Accuracy Improvement: 96.7% → ≥99.5% (with cross-validation) - 3.3% error reduced to <0.5% - $4,832.20/month variance eliminated - $57,986.40 annual financial accuracy improvement
✅ Finance Team Chargeback Restored: - Invoice-matching accuracy for chargeback/showback - Cost allocation to business units with confidence - Reduced finance team manual reconciliation effort
✅ FOCUS 1.3 Compliance:
- UnblendedCost aligns with FOCUS 1.3 BilledCost dimension
- Cross-cloud cost normalization compatibility
- FinOps Foundation best practices adherence
✅ CFO Board Reporting Accuracy: - Monthly board reporting with 99.5%+ accuracy - Investor relations data integrity maintained - Executive confidence in cloud cost governance
✅ Stakeholder Flexibility:
- --metric parameter serves multiple use cases
- Finance, engineering, and audit needs satisfied
- No code changes required for different cost views
Negative¶
⚠️ Existing Scripts May Show Different Values:
- Users relying on BlendedCost will see variance
- Communication required: Slack announcement + migration guide
- Backward compatibility: --metric BlendedCost available if needed
⚠️ RI/SP Amortization Not Reflected:
- UnblendedCost does not include commitment amortization
- Engineering teams must use --metric AmortizedCost for optimization
- Documentation update required to explain metric selection
Risks¶
| Risk | Probability | Impact | Mitigation |
|---|---|---|---|
| UnblendedCost accuracy still <99.5% | Low | High | Cross-validation with multiple months (Dec 2025 + Jan 2026), statistical analysis |
| Breaking changes for users | Medium | Low | Backward compatible --metric parameter, 30-day migration period |
| Confusion about metric selection | Medium | Low | Documentation update with decision tree, Slack FAQ, runbook troubleshooting section |
Alternatives Considered¶
Alternative 1: AmortizedCost (97.5% accuracy)¶
Description: Includes RI/SP commitment amortization, useful for engineering cost optimization
Pros: - Reflects true economic cost (commitments spread over time) - Engineering teams prefer for rightsizing analysis - Matches internal P&L reporting
Cons: - Does not match AWS invoice amounts (finance team requirement) - 97.5% accuracy slightly lower than UnblendedCost (97.6%) - FOCUS 1.3 BilledCost dimension uses UnblendedCost, not AmortizedCost
Decision: REJECTED for default, but available via --metric AmortizedCost
Alternative 2: NetAmortizedCost¶
Description: Includes credits, discounts, and RI/SP amortization
Pros: - Most accurate reflection of actual cash outflow - Useful for P&L and budget variance analysis
Cons: - Does not match AWS invoice line items (CFO requirement) - Credits distort month-over-month variance analysis - Not aligned with FOCUS 1.3 BilledCost dimension
Decision: REJECTED for default, but available via --metric NetAmortizedCost
Alternative 3: BlendedCost (96.7% accuracy)¶
Description: Averages costs across accounts, spreads commitment benefits
Pros: - Current implementation (no code changes required) - Spreads RI/SP benefits across all account usage
Cons: - 96.7% accuracy (BELOW ≥99.5% target) - BLOCKING issue - $4,832.20/month overstatement - Does not match AWS invoice amounts - Not aligned with FOCUS 1.3 BilledCost dimension
Decision: REJECTED (current problem), but retained via --metric BlendedCost for legacy compatibility
Alternative 4: Manual CSV Export from AWS Console¶
Description: Finance team manually exports billing data monthly
Pros: - 100% accuracy (ground truth) - No automation risk
Cons: - 2 days/month manual effort (16 hours) - Error-prone (copy-paste mistakes) - Not scalable (50+ accounts) - No automation value (defeats runbooks purpose)
Decision: REJECTED (defeats automation goal), but retained as validation source
